While the government KNEW that newly "free" slaves were left with NOTHING after slavery but the clothes on their backs. Forcing blacks to seek labor from "whites", with Extremely LITTLE or NO payment. PERIOD.  These businesses were never boycotted and allowed to grow from mainly  Black money.
